2018-2022 Focus on the Future • Nebraska Game and Parks Commission 17 strategies strategic directions Determine the significance, impact, relevance, and merits of continued investment of existing recreational facilities and activities. GOAL 3: Provide and manage outdoor recreation opportunities. Develop cost analysis and participation reports for existing programs and activities to determine effectiveness and consistency with agency mission. Evaluate Return on Investment for capital projects and programs by forecasting income, expenses, and life-cycle management and replacement costs maintenance. Develop a cost benefit evaluation to determine feasibility of capital development and new programming. Create a library of best management practices for programs identified as greatest in need. Conduct surveys of the public and use public feedback to evaluate and prioritize outdoor recreational needs, programming and development. Expand comprehensive planning efforts for individual park areas. Explore public/private relationships and build partnerships that develop amenities and share revenue. Provide coordinated nature-based and outdoor skills learning opportunities. Explore more opportunities for product placement with partners. Examine the shift from General Fund to Park Cash for operations and the reliance on park user fees. Explore and expand on digital capabilities for collection of fees/permits in park system. Recognize and provide information and programming that addresses cultural shifts occurring in the demographics of constituents that use parks. Expand efforts related to our trail systems/programs, including development of water trails, interpretation along trails and accessibility. Promote the benefits of sharing time outdoors with family and friends. Generate the value and direction of each park to identify the importance of state parks and recreation areas to local communities and state Evaluate public needs and demands that may not be met with our existing portfolio of recreation opportunities. Expand partnerships to augment existing programming to increase participation in outdoor activities. Maintain existing funding sources and explore new sources to help finance agency operations and future growth.
