Coming to and leaving a body of water with only domestic water of course good, now lets talk about the minnows you arrive with in a flow through minnow bucket and you put that in the lake while you are fishing and maybe even refill your minnow bucket, now you are contaminated good, you cannot dump minnows in the lake when leaving (illegal), you cannot dump them in parking lot (littering), cannot take them home, no solution, I myself use the mirro life chest so my minnows come in with domestic water and leave with domestic water so I should be OK, do not know how you would address a solution, its sort of a catch 22
