38 2022 Annual Report • Management Fr e e - e a r n e d L a n d o w n e r E l k P e r m i t P r o g r a m 2022 was the first year of the Free-earned Landowner Elk Permit Program. Created during the 2021 Legislation Session, this program allows a person who owns or leases at least 80 acres of farm- or ranchland for agricultural purposes to qualify for an either-sex elk permit following 10 verified general antlerless elk harvests. The goal of this program is to increase hunting access opportunities and antlerless elk harvest, while benefitting landowners who regularly have elk on their property but can't draw a landowner permit.
