OutdoorNebraska.org | 5 New for 2022 DEER Mule Deer Conservation Area – The Pine Ridge Unit is added to the Mule Deer Conservation Area regulations, with a nonresident quota of 15% of the Pine Ridge MDCA permits. Restricted Statewide Buck and Statewide Muzzleloader permits no longer are valid for mule deer in the Pine Ridge Unit. See page 18. Nonresident permit quotas – Nonresidents will be limited to 15,000 either-sex or buck-only permits; landowner and youth permits are excluded. No more than 5,000 Archery and 2,000 Muzzleloader permits will be sold to nonresidents. New permits – A new Sandhills Whitetail permit was created for the November Firearm season to reduce harvest on mule deer. New Antlerless Only Season Choice permits are: Elkhorn West, Plains Whitetail and Sandhills Whitetail. See pages 15 and 17. Statewide Buck Permit quotas – The Whitetail Statewide Buck permit is limited to 8,000 permits and the Restricted Statewide Buck permit is limited to 1,000 permits. See page 14. Special access permit areas – The application period for special access permits to hunt deer at Gifford Point Wildlife Management Area is changed to Aug. 1-15. See page 34. ANTELOPE Permit quotas – All limited landowner permit quotas will be 75% of the general quota, to meet a statutory change; this affects all landowner permit quotas. ELK Free-earned Landowner Elk Permit Program – A person who owns or leases at least 80 acres of farm- or ranchland for agricultural purposes qualifies for an either-sex elk permit following the verification of 10 general antlerless elk harvests; immediate family members are eligible for the permit. See page 23. Bull permit bag limit – Bull elk permits now are valid for one elk of either sex. The harvest of an antlerless elk on a bull permit does not count against the "one-bull-harvest-in-a-lifetime" limit on bull permits. Permit quotas – All limited landowner permit quotas will be 75% of the general quota, to meet a statutory change; this affects all landowner permit quotas. BIGHORN SHEEP Permits – Both a lottery and auction permit have been authorized for 2022. See page 29. PURCHASING PERMITS Game and Parks is in the process of separating resident and nonresident timeframes for purchasing "BUY" status deer and antelope permits. At the time of publishing this guide, these rules have not yet been finalized. The online version of this document will be updated when finalized. CARRYING FIREARMS WHILE HUNTING It is legal to carry a handgun with a barrel no longer than 5 inches while hunting under the authority of an archery or muzzleloader permit. See page 37.
