2019 FORECAST
Populations are at desired levels in most units. Average bull age (5.1 years) and main beam length (46.7
inches) both increased in 2018 and success remains high (83 percent) on bull permits. Elk permits will
continue to be difficult to draw, with 4,509 total applicants for 345 permits in 2018. A full breakdown of our
drawing results may be found on our website. Nonresidents are not eligible for general elk permits.
LEGAL DESCRIPTION OF AN ELK
Bull – A male with antlers 6 inches or more in length.
Antlerless – No antlers or antlers less than 6 inches in length.

Landowner – Valid in specific units. Landowners with property within an elk management zone are
eligible to apply. Valid in open seasons with appropriate weapons for one elk (sex depends on unit). Bull

WHO MAY APPLY FOR PERMITS
People age 12 and older are eligible. Youth age 11 may apply provided they are age 12 by the start of the
season. General permits are available to residents only. Landowner permits are available to
residents and nonresident landowners, although residents get preference. Applicants may not apply for a
landowner and general elk permit in the same calendar year.
